Once there was faction change possibility in Korea so technically it's possible, but they won't let you switch to elyos as there's too much elyos already. Maybe the other way around.

Could be a great idea, but obviously with some restrictions like a half or full reset GP and obviously, can move only from the most to less populated side... If not the server will be onesided and it will be boring

Ranking in AIon made sense only when u could get AP only for PVP, till 2.0 patch or so if I remember well.
