You didn't provide the path to the existing game, so it started downloading it fully. You can do that in the game settings.

You are not going to download the full game. In order to fix the problem you must turn off the anti virus + windows defender, delete folders bin 32, bin64 and l10n, plus all the files outside any folders in the game directory. And then update the game. If you will only remove files and folders, the game won't work at all. Something has blocked some of the files when the game was downloading and the only way to get the right files is this one.
