I'm not sure but I'm starting to feel like this "individual" (i assume and hope it's only one of his kind per species) has gone too far with the verbal abuse here...

Hey, your new on the server and probably you haven't ear about it, we do not ban/mute any player for whispers for that you have the ingame block option to use it, please just ignore him and do what I said.

We could take some actions if the text were on a shop/legion / LFG or  normal chat.

Why are whispers special treatment vs all other chat? 

This racist hopped from one account to another account to whisper racist garbage. A ban won't stop that. Just start giving a small 24-chat ban or something to deter this crap.

He is whispering from an alt that's probably created to milk events-what's a mute gonna do?
