[Daily] Backbiting Botheration - Surveillance orb missing

For the Dark Cloudy Merchants daily quest http://aiondatabase.net/us/quest/39505/, the player is supposed to kill Macori and Spirits until a Black Cloud Surveillance orb appears, which the player can then activate to complete the quest. However, either the chance of spawning the orb is way too low, or it does not spawn at all. I've killed closed to a hundred of the specified monsters, but the orb did not spawn yet. Please check. According to the quest, this item doesn't drop from the monsters themselves. You need to kill really a lot of them and at one moment this orb will appear near the dead mob and you will need to use it.
