That is normal in this patch, Weakening, Body Smash and Lockdown share cd, so you have to choose which one to use. It ain't a bug

Are you absolutely sure you did all 6 stigma quests? 3 at Panda/Sanctum (45, 45, 50) 2 at Gelk/Ingi (52, 55) and Last at Sarpan (58)?

Strasbourg server is bugged thanks to the anti cheat, u have to connect to Frankfurt GER instead (it works pretty much the same)
