Inggison/Gelkmaros Sieges Issue

Is it possible to have normal sieges in Inggison/Gelkmaros at least once day a week? Some content remains blocked since the fortresses are permanently occupied by the opposing faction. Allowing one normal Siege per week would solve this problem.

NPC: Siaqua
Cant finish the quest: <[League] The Orb's Orders>, NPC is inside Inggison Frotress, which is allways asmo.
This NPC also give the quest: These Shoes Are Made For Stalking, which is part of Inggison Armor quests.

NPC: Lanuaga
Give quest: Pursuing the Prisoners ( Main quest to start Esoterrace chain quests ), NPC is inside Inggison Fortress

Quest: It's Better! It's an Obelisk! 
During this quest you are asked to go inside the Inggison Fortresses to install some Obelisks.
In this case it is not strictly necessary that the fortress belongs to the allied faction to complete this mission, I took my Sorcerer accompanied by a Templar and we ran to the Boss area to die, resurrect and do the quest. Still, I mention it anyway.

I don't have the exact information of all the quests or NPCs related to the Inggison fortresses, so far I have found this.
Please consider my proposal, one day a week of Siege Inggison/Gelkmaros as before (without Glory points and special Boss) would solve the problem.

I just found another NPC inside Inggison Fortress needed to complete another quest.
NPC: Jennathea
The quest is: No, He Never Returned
