Kaisinel's Plume proc rate

I will ask something ,you can answer with Yes or just Yes

You did something with Plume  proc rate  ... i tryied 3 times and 3x i got @$#@#$#@ rate  from +5 (lvl 0 ) to +20 (lvl 1) and at  3rd try (3rd plume)  plume fail at lvl 4 lol

and before you say for  proc rate that is just RNG no 1 time is RNG ,2 times BAD luck BUT 3 Times something is wrong... (and i see many ppl at LFG with smae proc:P)
