All graphic settings are at maximum level but there is no dragon effect

Do you have problems only with the dragons?

 In the game options - graphic settings - graphics engine you will find an option to enable and disable the glowing effect. Try changing this one.

No need to delete and reinstall. Please, show your settings in Graphics engine.

These dragons should be visible even if the effects are off. The problem seem to be something else. Please, make sure to add the game to the exclusions of all your antimalware programs or disable them completely. Then check the game witht the launcher. There's something that is blocking the files of your game.
