Returning player with some questions

Hi,

I took a loooong break from Aion but wanted to come back to the game. As such I have a couple questions.

Will I be able to get any pt on lower lvls or there are only high lvl characters?

How is the situation between asmo and elyos? Who's winning?

Can someone tell me what are those rewards for new players mentioned on main site?

And lastly any overall suggestions and your thoughts on server and playerbase?
