Character Creation Screen Bug

When I try to create a character, the preview is dark and keeps flashing onto normal (like a camera flash??!). The options are all normal except viewing the actual character

Go back. Create a character. Go into the game and change the graphics engine to Default.

This is a video card / driver bug
