i wanted to buy " Gift-Wrapped Daskin's Party Suit " from Pradaaknerk, but he is missing in Silentera Canyon. ( im Elyos )

so is there a clear rythm when he get spawned, like: 12:00 // 16:00 // 20:00  ?   allways on xx:00    or xx:15-30-45 ?

didnt met him yet, do you know how much Kinah Gift-Wrapped Daskin's Party Suit  costs in his vendor-list? shoudlnt be more then 12kk with site-taxes i assume.
