Cutoff for low-level quests showing on map

From playing the game on official servers years ago, I remembered that quests that were more than 10 levels lower than your character level would not be displayed on the map or above NPCs heads anymore. Now I'm playing here and it seems like quest icons already disappear with quests that are more than 5 levels below my character level. Is this desired behavior? I find it a bit cumbersome as I enjoy playing through more or less all the quests, so I outlevel areas relatively quickly. And then having to click on every NPC to find out if they have a quest is a bit annoying.
