Killing for Castor quest

Is killing for Castor quest bugged? i'm currently at level 30 and it doesn't pop up at Golden Bough Garrison. I spoke to Tellarius and nothing. Can someone tell me if she/he has the same problem? thank you in advance.

Hello. I can see a device but it's in the other side of the wall so i cannot target it. Do i miss something?
