Fine recovery potion design

if memory serves correctly Elyos infidels get this design for free. It could be serum but it is one or the other.  Not sure if Ebel knows this.  But they do get it and it's around beating iggy to tia I believe.  Us asmo do not get diddly squat. Since we are 4.6 and this is the only patch and since it's not retail,  whats the chance of hooking up us almost with the design for free?

Not like those lowly sums need anything as they already have the numbers,  the gear, and everything else.  Give us some shugo love!!!!!!
